Fetal Decels in Utero. Should she be Worried?

A friend of mine is 35 weeks pregnant with her first baby. She went to her Today for her usual visit and they did a Non-stress test on the baby. She'd been having contractions the night before. Contractions Were showing on the monitor but the baby Wasn't moving! Even after Chugging Ice cold water The dr and Nurse even used 2 hand held dopplers and couldn't find the heartbeat for Over 10 min! They had her drink that Orange sugar drink that they use to check your blood sugar and about 10 min later he started to move finally. He Dr is not concerned at all but told her that if she didn't feel the baby move more in the next day or so then to come back! She of course is Freaking out but being a first time Mom she's trying to have faith in the DR. I Feel like she should go to the ER and Make them do something. What do ya'll think? I am just so worried because she'd tried to get preg for sooo long.
