Why can't I run my programs?

For some reason when I run a programs, any one of them the command screen pops up but nothing happens. I've tired using my anti-virus to scan for any viruses and nothing was found. So I restarted the computer in safe mode and the same problem happens. So I went to debugging mode and it never got to even loading my account. It all started with a windows anti-virus pro thing that just came out of nowhere and I don't know what happened. I tried all I could and now it doesn't pop up anymore, but now only command screen pops up and I can't use any programs on my computer. Can anyone help?
