Why do white people wade with their western responses when two other races have a racial arguement?

what i mean is, no other country treats racisim like white westerners, seen as indians, chinese etc have never enslaved or distributed widespread govenment propaganda against any particular race, most "racisim" inflicted by other countries exist on a street level basis thus giving rise to a different type of racisim which they treat as acceptable banter, but history has never shown legislation against other races except "the white man" because the white man as it used to be phrased, invaded and demanded (e.g. opium wars, slave trade)
